North Korea has not stopped its ballistic missile program despite its agreement to do so. Also despite promises to denuclearize, there has been almost nil concrete proof that they are doing so. There is a problem with this.
People in charge of countries can change. They just have to want to change. That is the source of the problem. North Korea has a history of being only for its leader. That leader at present is Kim Jong Un. He says what is necessary and then does as he pleases. Lies are no problem for him.
He told President Trump he would stop his ballistic program and denuclearize. The problem is that there was no set up put in place to monitor this. According to links below, Kim Jong Un has continued to grow his programs. President Trump with the same access as everyone else does not believe Kim Jong Un lied to him. Go figure.
