Police Officers are necessary because human beings can not or in some cases will not control their base instincts. Do police make the situation worse sometimes? Yes, this can be corrected by additional mandatory training. Both sides need to change. Even Atlanta, Georgia has noted the need for change in some aspects.
There is one change that would improve police and community relations in all states.. Get rid of the statement "IT IS UNDER INVESTIGATION." This statement has become synonymous with "It is non of your damn business and I'll keep saying it till you go away. There is a better way for transparency.
State that the case in question is Being Reviewed. Every police officer that puts in one minute of work on the case has to punch a specific time card. Failing to do so, the Police Chef only can punch in their time. In nursing there is a statement that fits this situation. It is "If it is not documented, it was not done."
This will serve two fold purpose. Now, the public will know exactly how much time is spent on the case. It can show the police how little time is spent on the case. Thinking about the case while you drink coffee does not count. It can show a city with their current work load why the police need help.
What is wrong with a statement to the public, "All leads have been exhausted and we can go no further without the public's help. Please call us."
