Valentine's day is when people think about somebody beyond themselves. Only Pakistan would think it is about nudity. It would be too simple to divert the capitalism aspect. Decrease the size and amount of gifts that can be given to a person. Beyond a certain amount, it has to go to charity. Make it so that before a gift can be brought for a person , the buyer must show a certificate that says they gave to charity.
This action to ban Valentine's day speaks of only one thing. Pakistan's continued degradation and subordination of women. That is why forced marriages, honor killings, and murder of women is very seldom prosecuted. Occasionally the male may be arrested. It rarely goes beyond that. Read the links 3-5.
