No person's death should be ruled Homicide due to profound dehydration

Terrill Thomas was a mentally ill inmate in Sheriff David Clark's jail in Milwaukee county, Wisconsin. He was in solitary due to "erratic" behavior. Because of this erratic behavior, the water to his cell was turned off. At an inquest, the Jury heard that the inmate had all water cut off in his cell for 7 days. This is contrary to jail rules. He died of profound dehydration. His manner of death was ruled homicide. That most unfortunately does not mean anyone in the jail will be charged.

Video shows that the water was cut off to his cell.  He received a special loaf at each meal but nothing to drink. On this diet, he would only receive milk on a Sunday. This was done but not documented according to jail policies. Other inmates told of him begging for water up until two days before he died of thirst. He did not speak the last two days.

This person was in jail. He did wrong and would have to pay for it. That did not mean that he gave up the right to food,water, or basic medical care.  He was a human being and that did not change because he lacked the mental capacity to act as one.
